Play Eevee and it evolves into Vaporeon automatically at player level 36, which raises your HP and damage multiplier to 1.12x. How to get Vaporeon in PokeBonk
You do not unlock Vaporeon directly. First unlock Eevee through its League challenge and catch it; the PokeBonk unlock Pokemon guide lists the conditions. Then pick Eevee for a run and level up: evolution in a run depends only on your player level, not on stones or trades, so Vaporeon arrives at level 36.
Eevee is special: at level 36 it turns into Vaporeon, Jolteon or Flareon at random, so you cannot choose the branch.
Vaporeon moves and passive
Vaporeon uses the same four-move kit as Eevee; evolving does not swap moves. Its passive is Adaptability: +25% damage with moves of your own type (the type bonus goes from ×1.25 to ×1.56).

Vaporeon evolution levels in PokeBonk
In PokeBonk every evolution happens by player level inside a run, whatever the main games ask for. The Eevee line evolves like this: Eevee evolves into Vaporeon at level 36, Eevee evolves into Jolteon at level 36, and Eevee evolves into Flareon at level 36.
Vaporeon stats in runs
The game turns base stats into run stats with the share of each stat in the base stat total, so a balanced Pokemon and a lopsided one end up with different strengths.
