How to get Victreebel in PokeBonk
You do not unlock Victreebel directly. First unlock Bellsprout through its League challenge and catch it; the PokeBonk unlock Pokemon guide lists the conditions. Then pick Bellsprout for a run and level up: evolution in a run depends only on your player level, not on stones or trades, so Victreebel arrives at level 42.
Each stage adds 0.12 to your HP and damage multiplier, so an evolved form hits harder and takes more hits than the Pokemon you started with. An Eviolite helps until the last stage. See PokeBonk evolution for every line.
Victreebel moves and passive
Victreebel uses the same four-move kit as Bellsprout; evolving does not swap moves. Its passive is Hungry Maw: +10% HP. Your Strikes and Spins deal +15% damage and can root (20%). KOs of rooted enemies heal you for 2% of HP.

The Bellsprout line uses the Grass default Ultimate, Frenzy Plant: Eight thorny roots burst from the ground in a star shape and root everything they cross; the sun heals you for 20%.

In PokeBonk every evolution happens by player level inside a run, whatever the main games ask for. The Bellsprout line evolves like this: Bellsprout evolves into Weepinbell at level 29 and Weepinbell evolves into Victreebel at level 42.
