How to get Blastoise in PokeBonk
You do not unlock Blastoise directly. Squirtle is a starter, so you can play the line from your first run. Then pick Squirtle for a run and level up: evolution in a run depends only on your player level, not on stones or trades, so Blastoise arrives at level 44.
Each stage adds 0.12 to your HP and damage multiplier, so an evolved form hits harder and takes more hits than the Pokemon you started with. An Eviolite helps until the last stage. See PokeBonk evolution for every line.
Blastoise moves and passive
Blastoise uses the same four-move kit as Squirtle; evolving does not swap moves. Its passive is Torrent Shell: +15 armor and +20 shield. Below 40% HP, +40% damage.

Blastoise evolution levels in PokeBonk
In PokeBonk every evolution happens by player level inside a run, whatever the main games ask for. The Squirtle line evolves like this: Squirtle evolves into Wartortle at level 24 and Wartortle evolves into Blastoise at level 44.
Blastoise stats in runs
The game turns base stats into run stats with the share of each stat in the base stat total, so a balanced Pokemon and a lopsided one end up with different strengths. Each evolution stage adds 0.12 to the HP and damage multiplier. These are the starting values before Lab upgrades, items and vitamins:
